A230: Allerdings nur auf Waffenangriffe, nicht fuer Implement-Powers bei denen eine Waffe als Implement verwendet wird.

F231: wirkt die at-will einer Lightning Weapon (all damage dealt by this weapon is lightning damage) auf Implement Powers, die mit dieser Waffe eingesetzt werden?

F232: fügt die Genasi Stormsoul Manifestation plus das Feat Shocking Flame einer Power das Lightning Keyword hinzu?

Da letzteres nicht explizit erwaehnt wird gilt der Blitzschaden also wohl auch fuer Implement Powers.

ABER dran denken:

Die Schadenskeywords die Powers gehabt haetten bevor der Angriff zum Blitzschaden wurde diese werden gestrichen und durch Lightning ersetzt.

A232: Nope. Stormsoul gibt +2 Lighning Damage (zusaetzlich zu dem sowieso durch Lightning Weapon schon zum Lightning Damage gemachten Schaden, dadurch hat sie - s. keywords-Quote oben - ja sowieso schon das Lightning Keyword)
