Eh, my view of the scale for treasure is...
0, you have really impressive gadgets/anchors!
An example; the Power of Fire owns a cigarette lighter that never runs out of fuel and has a really awesome appearance that everyone sees and says, "Whoa, awesome lighter dude!"
1, allows you to really get into the 'head' of your gadgets/anchors.
An example; the Power of Crystal has a crystal ball that she's pretty attached to and which is a nice scrying tool in and of itself. She can, whenever she wishes and with the slightest bit of effort, zoom back and see what's going on around the location where her crystal ball is located!
2, lets you use your really impressive gadgets innately and with natural ease.
An example; the Power of Cars has an anchored Muscle Car that she just GETS, and she can use it so casually that it gives her an Edge over other people. Plus, she doesn't even need to worry much about all those annoying "drive even though I'm paralyzed from the waist down" implements that she'd otherwise have to use if she wasn't using Guidance miracles.
3, you have some amazing gadgets that can do some VERY impressive tricks, which you can use to do all kinds of things.
An example; the Power of Guns owns a Browning 9mm pistol that can flawlessly pierce up to a yard of concrete, several feet of metal, or what not without losing any momentum. He has to fire the gun using Aspect or mundane miracles, however, but those miracles gain a capability that he wouldn't otherwise have! Which makes them all the more awesome!
4, you can call on your anchors/gadgets and have them accomplish things outside of your purview within the scope of about a city or region-sized area.
An example; the Power of Toothpicks has an Anchor, Miss Loveless, who is always hovering nearby and can have accomplished just about anything. Why, just as the Noble gets into town, he finds that Miss Loveless has already rented him a penthouse apartment with all the luxuries he's accustomed to and outfitted with all the supplies and equipment he might have needed. How useful!
5, you can more casually use the powers/abilities of your anchors/gadgets against other Nobilis in a hostile fashion.
An example; an Excrucian owns a Abhorrent Weapon.
6, and above, really move beyond that level.
