"Even if his natural strength is quite average (10) and Brawn is not one of his best skill, with Enhanced Strength he can lift a base of 2 MT.
With Power Lift, he can spend 2 or 3 PP to lift 4 or 8 metric tons.
On a successful Brawn roll he can double what he lifts. So on a hard Brawn roll (27%) and with 3PP, he could push it to 40 MT.
Why only Brawn 40%? First, while Spidey his strong, he is not the brawniest of character and will sometime be over powered by character that are not as strong.
Second, classic Spidey is often tagged as a 10 tons hero. This is more or less what he lifts with 3PP or a Hard Brawn roll. But we often see him struggling and lift more. Spending PP and succeeding a Brawn roll will left him lift much more but it will be a challenge and taking. He won't be able to do it all day.
Third, I was building it on a budget
so I placed him at the lower end of what I think he should have (a decision I had to make often in all my builds) but I could see him having 50% or even up to 60%. It is all a matter of how often or easily do you him lifting 40 MT. At 60%, and with 3PP, he has 40% to roll a hard success so still quite reasonable."
